The European Union has taken an important step for the future of cookstove carbon credits in international aviation, cementing CORSIA’s role over the next decade, upping the bar on integrity, and paving the way for cookstoves to supply not just Phase 1 but now also into Phase 2.
For cookstove project developers, the decision provides continued access to a growing compliance market and gives airlines greater clarity as they source CORSIA-eligible credits, including credits from clean cooking projects.
Looking beyond Phase 1, the focus shifts to readiness. While cookstove credits as well as other project types will be EU-eligible per ICAO rules as CORSIA moves into its second phase from 2027, the EU framework will continue to evolve, placing greater importance on the systems and safeguards that support eligible supply. For cookstove developers, this makes early investment in PACM-alignment as well as robust monitoring, independent verification, host-country authorization and risk management increasingly important.
For BURN, the significance of this development goes beyond continued access to CORSIA. It reinforces a principle that has shaped our approach to carbon markets: eligibility and quality need to be built into a project from the outset. Host-country authorization, robust monitoring, independent verification and risk management are not simply requirements to address when credits are ready for sale. They are part of building supply that can remain relevant as international compliance markets evolve.
From Quality Debate to Supply Challenge
The last several years have fundamentally changed expectations around carbon quality. Growing rigor around additionality, measurement, permanence and transparency has pushed the sector forward, and buyers can increasingly distinguish between projects based on evidence rather than assumptions.
But high-quality supply takes time to build. Robust monitoring, independent verification, host-country engagement, risk management and transparent governance cannot be assembled overnight when demand emerges. The projects best positioned for what comes next will be those that built these foundations early.
Clean Cooking: Where Climate Impact Meets Human Impact
Clean cooking is one of the sectors where this transition matters most. More than two billion people worldwide continue to rely on polluting cooking fuels, contributing to greenhouse gas emissions, deforestation and harmful household air pollution.
Carbon finance has helped make cleaner cooking technologies accessible at scale, delivering climate benefits alongside improvements in health, household economics and quality of life. Growing attention on the sector has accelerated progress in methodologies, monitoring, digital measurement and independent evaluation, strengthening the evidence base for developers that invested early in rigor.
Building Supply for the Market Ahead
BURN has spent the past several years building the capabilities required for a changing carbon market, focused on three areas increasingly important for buyers seeking dependable supply.
CORSIA eligibility and risk management.
Gold Standard has confirmed CORSIA Phase 1 eligibility for 180,867 carbon credits generated by BURN's Tanzania cookstove project, the first cookstove credits globally to receive a CORSIA tag through the insurance pathway. The credits are supported by a carbon insurance policy underwritten by OKA, protecting against risks including policy reversal and double counting. Japan Airlines has since retired credits from the Tanzania programme against its CORSIA compliance obligations, demonstrating that insured, CORSIA-tagged cookstove credits are being used by compliance buyers.
Host-country authorization and future scale
A Letter of Authorization is a precondition for CORSIA tagging, allowing a host country to confirm the corresponding adjustment required for international use of a credit. Tanzania provides an early proof point, with both BURN's first CORSIA-tagged credits and a further Letter of Authorization for additional credits under the first crediting period (CP1). This creates a clear pathway from host-country authorization to insured CORSIA tagging and ultimately to credits available for compliance buyers.
BURN is now extending this approach to other markets. Its Nigeria project, has received a Letter of Authorization from the National Council on Climate Change covering approximately 5.2 million credits, the largest authorization in BURN's portfolio, positioning the project to pursue CORSIA tagging through the same insurance-backed pathway. The Democratic Republic of Congo has followed a similar path. Combined, the Tanzania and DRC authorizations cover more than 1.7 million credits under CP1. As countries establish their approaches to Article 6, host-country authorization will increasingly shape which projects can access markets for Article 6-aligned credits.
Flexibility across market pathways
Alongside Gold Standard certification and Article 6 readiness, BURN was among the first cookstove carbon project developers to issue credits under the ICVCM's Core Carbon Principles (CCP) framework. This reflects the importance of developing supply that can meet different buyer requirements, whether CORSIA eligibility for an airline, a CCP label for a corporate buyer or an Article 6 corresponding adjustment for a compliance market.
Preparing for the Future of Carbon Procurement
Carbon procurement ahead will not be decided simply by the number of credits available. It will be shaped by the availability of high-integrity credits that buyers can confidently use.
